Is Somalia better of stateless?

Back in March 2006, Marginal Revolution listed the following paper by Peter Leeson of West Virginia University titled Better off Stateless: Somalia Before and After the Government Collapse. Now that Somalia is back in the news again, I was reminded by the paper's premise that the attempt to create a strong central government is behind the increase in conflict.
