What does structural unemployment say about job openings and hires


Structural unemployment seems to imply that there are job openings that do not get filled. So why does JOLTS data (above) consistently show that hires are always higher than openings?

It's a compositional effect, see chart below which shows the same for durable goods manufacturing where openings are now running higher than hires:
